Which Websites Require Ministry Notification?

According to Decree No. 52/2013/ND-CP on E-Commerce (Articles 36, 41, 46, and 54), the following websites must register:

E-commerce Trading Platforms

E-commerce websites that allow third-party merchants and individuals to conduct buying and selling activities.

Online Auction Websites

Online platforms where merchants and individuals can auction their goods.

Online Promotion Websites

Websites that provide promotional services for third-party merchants' goods and services under contract.

E-commerce Websites

Websites that display goods/services, facilitate contracts, process payments, or provide after-sales services are e-commerce websites. Even showcase-only sites require Ministry registration.
